The purpose of this paper is to consider the nature of university correspondence education in the establishment of the period. I think if we consider the nature of university correspondence education, and it is inconsistent with freedom of teaching and learning this "schooling" we need to ask the principle and the relationship. However, in former research, the reason why "schooling" exists in the public education system of a university correspondence education is not clarified.
